The "Renovation, Repair, & Painting Rule" is now in effect and imposes significant requirements anytime a painted surface is disturbed (sanding, demolition, renovation, repair, etc.) in pre-1978 housing ("target housing") and child occupied facilities. The rule fundamentally changes the way property managers, renovation and remodeling contractors, maintenance workers, painters and other specialty trades do business in structures built before 1978. Don't rest this responsibility on your workers. It is critical that top managers understand the nuances of the new laws to avoid stiff fines and penalties for non-compliance. CLE credits are pending.
Extensive new training and certification requirements exist. Property managers and owners should be diligent in assuring their building staff and outside contractors thoroughly understand their obligations under the new EPA rule which include the following requirements: new training, work practices, clearances, and expanded record-keeping, as well as additional notifications and disclosures.
