NJ to Push CO2 Regulation, Vehicle Emission Reductions, Energy Reform

New rules to regulate carbon dioxide ("CO2") emissions and support the Regional Greenhouse Gas Initiative ("RGGI") (e.g., a CO2 cap-and-trade program) are expected to be proposed within the first several months of the new Corzine administration. A push to implement the California car legislation and the new diesel legislation enacted in 2005, which requires retrofit of school buses, solid waste vehicles and publicly owned construction vehicles, is likely. Efforts to expand the scope of the diesel legislation to private construction vehicles were advocated by the transition team. Air permit fees may be increased. Increased energy efficiency and investment in renewable energy were also important campaign issues that will likely receive attention.
