Biography:

Darryl D. Borrelli has been the senior technical consultant at Manko, Gold, Katcher & Fox LLP since 1992. Darryl has over 25 years of experience assisting the firm’s attorneys and its clients with technical issues in connection with legal matters and directs the firm’s technical practice area. He provides technical advice on issues related to permitting, environmental auditing and compliance, and transactional and litigation matters, with emphasis in the areas of site investigation and cleanup, brownfields redevelopment, mergers and acquisitions, and cost recovery. Darryl has participated in complex matters involving manufacturing concerns, real estate developers, waste management entities, and local governmental clients including the following:
  • guiding the redevelopment of large industrial manufacturing sites and former military bases utilizing state voluntary cleanup programs;
  • directing environmental due diligence activities for the acquisition of 19 gasoline service stations;
  • obtaining permits for the beneficial reuse of various waste materials to reduce land disposal costs and allow for sustainable waste solutions;
  • providing technical support for Resource Conservation and Recovery Act corrective action efforts at former manufacturing facilities;
  • assisting mediators in making responsible party cost allocation decisions at a multi-party Superfund cleanup;
  • performing oversight of contractors responsible for mold remediation at a condominium conversion project in Philadelphia;
  • assisting insurance experts and legal counsel on a claim for damages due to anthrax contamination at a national media outlet’s office building;
  • guiding due diligence efforts for the acquisition of several retail outlets and large warehouses associated with a major retail chain;
  • assisting an industrial development association to obtain public funding for the investigation and remediation of environmental concerns associated with a 100 year old industrial complex;
  • overseeing the environmental aspects of a continuing sale/leaseback program for a major retailer; and
  • assisting a residential developer with the acquisition and redevelopment of several former manufacturing properties to the satisfaction of regulatory agencies, lenders, and the corporate sellers.

Darryl has lectured and written on issues of environmental due diligence and site remediation for numerous publications and organizations. He is a regular guest lecturer at the University of Pennsylvania and Drexel Law Schools.

Before joining Manko, Gold, Katcher & Fox LLP, Darryl was a senior project manager at Westinghouse Electric Corporation in Pittsburgh where he directed the Environmental Risk Management program for Westinghouse Financial Services, Inc. and was a part of the Westinghouse internal auditing team. He previously worked for the Department of Defense managing Superfund site investigations and cleanups. Darryl began his career in the chemical and oil and gas industries where he worked as a process engineer for Diamond Shamrock in a chemical manufacturing facility and for Conoco at a natural gas processing plant. Darryl also serves on the Environmental Education Committee of the Tri-County Chamber of Commerce.
