Biography:

Carol F. McCabe is a partner with Manko, Gold, Katcher & Fox LLP. She counsels clients on a wide variety of environmental issues, including permitting and compliance matters related to air emissions, storage tanks, stormwater, wastewater pretreatment, and hazardous waste. Carol concentrates her practice in air matters for a wide range of industrial clients, at both the state and federal level. She has assisted clients with environmental auditing, permit appeals, and defense of agency enforcement actions. She has represented clients before the Pennsylvania Environmental Hearing Board, the New Jersey Office of Administrative Law, the U.S. Environmental Protection Agency ("EPA") Environmental Appeals Board, and the District of Columbia Circuit Court of Appeals. Some of Carol's recent matters include the following:
  • providing regulatory compliance counseling to clients in a wide variety of industrial sectors, including printing and surface coating, chemical manufacturing, waste management, chocolate manufacturing, coffee manufacturing, scrap metal recycling, inks and pigments manufacturing, oil and gas distribution, specialty metal products manufacturing, glass manufacturing, and paperboard manufacturing;
  • coordinating comprehensive environmental audits of a client's fifteen manufacturing facilities;
  • assisting multiple clients with environmental audits and self-disclosures to both EPA and state agencies in the areas of air regulatory compliance, release reporting, and community right-to-know reporting;
  • representing clients in the preparation of air permit applications, negotiation of draft permit conditions, and appeals of air permits before both the Pennsylvania Environmental Hearing Board and the New Jersey Office of Legal Affairs; and
  • representing clients in the appeal, negotiation, and settlement of air enforcement actions in Pennsylvania and New Jersey.

Carol was recognized by Pennsylvania Super Lawyers magazine as a "Rising Star" in the category of environmental law in 2005, 2006 and 2007.

Since 2003, Carol has been a member of the Board of Directors of the Pennsylvania Environmental Council, an organization that seeks to protect and restore Pennsylvania's natural and built environments through innovation, collaboration, education and advocacy. She was appointed to the Haverford Township Environmental Advisory Committee ("EAC") in 2006, and continues to serve in that capacity. Through her role on the EAC, Carol has helped the township launch an effort to develop a Climate Change Action Plan that will reduce greenhouse gas emissions from township municipal and community activities. She has also served on the Board of Directors of the Friends of Lemon Hill since 1999.
