Biography:

Christopher D. Ball, an associate at Manko, Gold, Katcher & Fox LLP, advises clients on civil and administrative environmental litigation and regulatory matters. As a former deputy attorney general for the state of New Jersey, Chris's litigation experience includes complex federal Clean Air Act citizen suit actions, state solid waste enforcement cases, and administrative challenges to United States Environmental Protection Agency ("EPA") rulemaking. Having also served as a state liaison for EPA Region III, Chris has substantial regulatory experience under a wide range of federal environmental statutes and has been involved in complex matters including the following:
  • challenges to promulgation of EPA regulatory programs in the Court of Appeals for the District of Columbia Circuit, including the Clean Air Mercury Rule;
  • defense of toxic tort litigation for damages allegedly arising from exposure to hazardous substances;
  • counsel to clients on compliance with federal and state regulations governing allowable air emissions from various types of facilities;
  • appeals of enforcement actions regarding hazardous waste management; and
  • defense of citizen suit litigation under the Clean Water Act's permitting system for pollutant discharges.

Chris received the New Jersey Public Service Achievement Award for his efforts as a deputy attorney general, and an EPA award for commendable service for his involvement in a complex federal environmental enforcement matter in the District of Columbia. While in law school, he was the recipient of the CALI Excellence for the Future Award for achievement in the study of legislative process.

Chris has written on environmental issues for the Mid-Atlantic Real Estate Journal. He has also presented at numerous conferences and EPA hearings on topics including mercury regulation under the Clean Air Act and state efforts to regulate solid waste transfer facilities associated with railroads. Chris currently serves on the Advisory Board for the Echo Hill Outdoor School, an environmental education school on Maryland's Eastern Shore.
